Based in Providence, Rhode Island, HealthCare Analytics was formed in response to the growing need in the marketplace for innovative, timely and cost-effective guidance on the dynamic nature of the healthcare industry.

Mardo Atoyan

Mardo Atoyan is the founder and Principal at HealthCare Analytics. Mardo brings over 30 years of experience and expertise in actuarial analysis, product development and pricing, cost-benefit analysis of program initiatives, strategic analysis, financial modeling, development of outcomes metrics, and claims audits.
Mardo serves a broad range of clients including State Medicaid agencies, small and large employer groups, consulting firms, hospitals and hospital systems, provider networks including ACO and AEs, managed care organizations, municipalities, unions and multi-state consortiums.
Mardo’s consulting engagements have included the State of Rhode Island’s Medicaid agency for which Mardo developed MMC capitation rates for its Medicaid populations including TANF, CHIP, Children with Special Health Care Needs, Disabled Adults, Dual Eligibles, and Medicaid Expansion. Mardo also developed a financial model for Rhode Island’s premium assistance program, that qualifies and determines the cost-effectiveness of employer-sponsored commercial health coverage for Medicaid-eligible families. Mardo consulted with the New England States Consortium Systems Organizations (NESCSO) for a system-wide review of Rhode Island’s Intellectual and Developmental Disabilities (IDD) program and system.
